Instructional Leadership Council (ILC)

     Rapid changes occurring in our society and in the world require continuous improvement in education through fundamental changes in the way we educate students.  The mission of Wayland-Cohocton Central School is to educate all students to attain high levels of academic performance and creative problem solving skills while promoting positive growth in self-image, social skills and behavior. The District is committed to helping and encouraging all students to meet the New York State learning standards as set forth by the Commissioner of Education.

     Therefore, the Instructional Leadership Council (ILC) will consist of members working together to achieve a common goal. Members will be consulting with each other to inform decisions involving specific content and state standards, but ultimately ensuring K-12 curriculum alignment, delivery and coordination of curriculum, skill development and assessments in order to have effective teaching and learning.

Goals

The District Council will:

  • plan, implement, monitor and evaluate decisions directly related to improving student achievement and meeting District goals.

  • plan, review, coordinate and monitor district curriculum study and staff development programs.

  • commit to continuous improvement by providing quality staff development and rigorous curriculum that meets the needs of students.

Purpose/Function

Improve student learning by meeting on a monthly basis to discuss and analyze:

  • communication flow among and between buildings

  • building and district coordination of curriculum and assessment

  • curriculum writing and revisions

  • vertical mapping

  • allocation of resources

  • staff development - priorities & professional development days

  • student assessment data and performance - by building and District

  • Program Evaluation process (Appendix D)

  • Program Evaluation Cycle (Appendix E)

Composition/Selection Process

1 Chairperson, Director of Curriculum and Instruction

4 Building Principals

1 Director of Special Education

12 Teachers (as selected within each building by each building process)

+ Superintendent (ex-officio member)

Council members (Appendix A) will apply (Appendix B) and be selected within each building by each building process before the end of each school year. Each representative will serve a 2 year (staggered expiration of terms and it is suggested that service be limited to two consecutive terms on the ILC) term and receive a stipend. In our first year, a lottery will be held to determine the length of service for the first year (i.e. 2 year or 3 year membership) in order to stagger the membership. The selection process will include notice to constituents. Membership on the Instructional Leadership Council does not preclude membership on a building council.

Roles/Responsibilities

  • To provide support for all K-12 instructional program initiatives and District-wide goals.

  • To continually assess District curriculum for compliance with SED and Regents directive.

  • To serve as the governing body for systemic review and coordination of District-wide curriculum.

  • To make recommendations for new curriculum map development or curriculum map revisions to the Superintendent or his designee.

  • To review proposals for curriculum map modification.

  • To attend monthly meetings (4:00pm - 5:30pm) year round (12mth. position)

  • To serve as a teacher leader within the building and district.

  • Assist as a co-chair or contributing member on a program review committee through the four phases of curriculum review.

  • Provide input on staff development necessary to successfully meet the District goals.
